ON 10 March 2026, the Trump administration released its cyber strategy, emphasising stronger offensive cyber capabilities alongside protection of critical infrastructure and U.S. leadership in technology. The plan aims to counter cyber threats from adversaries such as Iran at a time of rising tensions between the United States, Israel and Iran.

It outlines six policy pillars, including shaping adversary behaviour with defensive and offensive operations to disrupt attackers before they breach networks, and promoting common-sense regulation without reducing rapid, privacy-respecting responses to threats. The document also calls for modernising federal networks with zero-trust architecture, encryption, and expanded cloud use, while securing critical infrastructure through closer government–private sector cooperation.

According to the document, there is an expanded role for the private sector, with incentives for companies and security organisations to help identify and disrupt adversary infrastructure to scale national cyber capabilities. The strategy signals a shift towards faster disruption of hostile networks and earlier intervention, framing cyber as a central element of national defence.
