IRS Improperly Shares Immigrants’ Data with ICE: Explained

ACCORDING to DataBreaches[.]Net, the IRS improperly shared thousands of immigrants’ personal information with ICE under a data-sharing deal with DHS that began in April 2025 to assist with criminal investigations, though it was subject to privacy law limitations. The IRS said in a court filing that it overshared some immigrants’ address information with DHS’s Immigration and Customs Enforcement.

Under the agreement, the IRS was essentially only able to match a person’s full address with its records if the address had been provided by ICE. After ICE requested 1.28 million addresses, the IRS was able to verify 47,289 individuals, and for less than 5% of those verified did it provide ICE with additional address information where ICE had incomplete information.
