Bulletproof Host Stark Industries Evades EU Sanctions

In May 2025, the European Union sanctioned Moldova-based PQ Hosting and its owners Yuri and Ivan Neculiti, linking them to Stark Industries Solutions Ltd, a bulletproof hosting provider long associated with Kremlin-linked activity. A new report from Recorded Future finds that just before the sanctions were announced, Stark rebranded to the hosting brand the[.]hosting under Dutch control via WorkTitans BV (AS209847) on 24 June 2025.

In response, the Neculiti brothers shifted much of Stark’s address space and other resources to a Moldova-based entity called PQ Hosting Plus S.R.L, reportedly connected to the brothers through the reuse of a phone number. The assessment notes that while much infrastructure remains attributable to Stark, the changes appear designed to obfuscate ownership and sustain services under new legal and network entities, with MIRhosting again implicated as a home for Stark’s assets.

The piece also references a prior 2024 KrebsOnSecurity profile and notes that MIRhosting, WorkTitans, Misfits Media and WT Hosting are interconnected through shared personnel and branding.
