Western intelligence reports describe Vienna as a hub for Russian espionage, with moving antennas and rooftop dishes actively tracking satellites and adjusting them around major events such as the Munich Security Conference.

The so‑called Russencity compound in Vienna, a nine‑acre site on the Danube, houses satellite dishes mainly pointing west to 18 geostationary satellites, with four identified in use for Europe‑Africa communications: Eutelsat 3B, 10B, SES‑5, and Rascom QAF1, featuring movable lenses to widen coverage.
