Shutdown Threatens US Intel Sharing, Cyber Defense

A prolonged US federal government shutdown could disrupt cyber threat intelligence sharing between the private sector and government, with a lapse in funding occurring on 1 October 2025 at 00:01. The timing coincides with the sunset of the Cybersecurity Information Sharing Act of 2015, after Congress failed to reauthorize the bill before 30 September 2025.

Guidance issued by the Department of Homeland Security indicates that CISA would furlough 65% of its employees, or 1,651 people, during a funding lapse, potentially hampering threat analysis, incident response and support for private sector partners. The shutdown could also see all contractors working in cyber positions for federal agencies sent home, risking delayed vulnerability patches and incident response as adversaries continuously probe exposed networks.

The piece notes concerns that state-backed adversaries, cybercriminal gangs and hacktivists could exploit reduced intel flows, with experts warning that a lapse would slow detection, degrade context and undermine the resilience built by public‑private collaboration over the past decade.
