Defense Bill Would Require New Cyber Requirements for Some DoD Telecom Contracts

A defence bill released by the House Armed Services Committee would require new cyber protections for certain DoD telecom contracts, applying to services used for sensitive national security functions under the National Defense Authorization Act for Fiscal Year 2026.

According to the compromise bill, beginning not later than 90 days after enactment, the Secretary of Defense must ensure that each wireless mobile phone issued to a senior official or any employee performing sensitive national security functions, and all related telecommunications, are acquired under contracts that require enhanced cybersecurity protections.

The protections must include encryption of data on the wireless phones and all telecommunications to and from them, the ability to obfuscate persistent device identifiers to reduce the risk of tracking, and the capability to continuously monitor the phones. The article notes the compromise bill was negotiated by a House–Senate conference committee, reconciling differences between the House and Senate NDAA versions, and cites VitalLaw for further provisions. The date of the report is 9 December 2025. According to VitalLaw.
