2025 Insider Risk Report Finds Most Organizations Struggle to Detect and Predict Insider Risks
The 2025 Insider Risk Report, produced by Cybersecurity Insiders in collaboration with Cogility, finds that 93% of security leaders say insider threats are as difficult or harder to detect than external cyberattacks, while only 23% express strong confidence in stopping them before serious damage occurs, according to Cybersecurity Insiders.
The survey of 635 CISOs and cybersecurity professionals also reveals that only 21% extensively integrate HR, financial stress, or psycho-social signals into detection, leaving most programmes reliant on technical anomalies. Predictive defenses are missing, with only 12% of respondents reporting mature predictive risk models, leaving the majority in reactive mode as AI-enabled insider risks accelerate, according to Cybersecurity Insiders.
“Insider threats don’t announce themselves with alarms – they unfold quietly, in plain sight,” said Holger Schulze, founder of Cybersecurity Insiders, emphasising that without contextual signals, security teams monitor shadows rather than the real danger. The report’s release was dated in Baltimore, USA, with a press note on 4 November 2025, and the full findings aim to push organisations toward stronger behavioural intelligence and predictive modelling to avert data loss.
