US declines to join more than 70 countries in signing UN cybercrime treaty

The United States declined to join more than 70 countries in signing the UN Cybercrime Convention, a move reported by DataBreaches[.]Net on 28 October 2025. More than 70 countries signed the landmark treaty in Hanoi over the weekend, with the U.K. and European Union joining China, Russia, Brazil, Nigeria and other nations to back the framework for government coordination, capacity building and tracking cybercrime.

In a speech at the event, UN Secretary-General António Guterres said cyberspace has “become fertile ground for criminals” and that the convention is a powerful, legally binding instrument to strengthen defences against cybercrime, according to the UN official. The piece notes that the signing countries view the treaty as a means to counteract digital crime and to facilitate cross-border cooperation. Read more at The Record.
