Understanding CCSPA | Definition & Requirements
According to the Canadian Centre for Cybersecurity (Cyber Centre), the Canadian federal Government introduced Bill C-8 to enact the Critical Cyber Systems Protection Act (CCSPA), giving Canada its first federal, cross-sector, legally binding cybersecurity regime for designated critical infrastructure providers. The CCSPA would apply to designated operators in federally regulated critical infrastructure sectors to adopt a minimum standard of cybersecurity duties that align with Five Eyes counterparts.
If enacted, it would empower the Governor in Council to issue Cyber Security Directions binding operators to implement specified measures within defined timeframes. The Act outlines obligations including establishing comprehensive cybersecurity programs, mitigating supply chain risks, reporting incidents within specified timelines (no more than 72 hours), complying with cybersecurity directions, and maintaining records and audits.
Penalties could reach up to C$1 million for individuals and up to C$15 million for organizations. The blog notes the measure sits within a two‑part package that also includes amendments to the Telecommunications Act and that, as of August 2025, the Bill stands at second reading in the Canadian House of Commons.
