Taiwan Faces 2.6 Million Cyberattacks Daily from China

According to Taiwan’s National Security Bureau (NSB), a comprehensive 2025 analysis shows China’s cyber army ramped up its offensive, launching an average of 2.63 million intrusion attempts per day against Taiwan’s critical infrastructure, a 6% rise on the previous year. The report notes nine key sectors were targeted, with the Energy sector recording an unprecedented 1,000% increase in attacks since 2024 and emergency rescue services and hospitals also experiencing a 54% surge.

It states that attackers frequently plant malware during system upgrades to monitor operational planning, as hackers probe public-owned and private energy networks and industrial control systems. The NSB observes that these operations are carefully orchestrated, aligned with physical military and political pressure, and described as hybrid threats rather than random skirmishes.

The analysis identifies five primary Chinese hacker groups leading the charge, including BlackTech & UNC3886, Flax Typhoon, Mustang Panda, and APT41, which rely on a mix of tactics—exploiting vulnerabilities (57%), DDoS (21%), social engineering (18%), and supply chain attacks (4%).

Throughout 2025, warnings from intelligence services in the US, NATO, and the EU underscored China’s cyber capabilities, with a joint advisory from 23 services in 13 countries highlighting compromises of critical infrastructure and networks worldwide. In response, Taiwan has deepened international cooperation, forming cybersecurity partnerships with over 30 countries to share intelligence and investigate malicious relay nodes.
