Taiwan Endures Greater Cyber Pressure From China
Taiwan is facing increased cyber pressure from China, with Chinese cyber-threat groups targeting the island’s critical infrastructure, including energy utilities and hospitals. In 2025, Taiwan averaged 2.63 million attacks a day on critical infrastructure, a 6% rise from 2.46 million daily attacks the year before, according to the National Security Bureau.
Energy infrastructure saw a ten-fold increase in cyberattacks, while emergency rescue and hospital systems experienced a 54% rise, marking the two largest increases in 2025. Attacks have coincided with political events and joint military patrols, and the NSB describes a deliberate effort to compromise critical functions across government and society.
The NSB identified five Chinese groups as the main adversaries, with BlackTech focusing on communications infrastructure, Flax Typhoon on hospitals, Mustang Panda and APT41 on energy infrastructure, and UNC3886 on science parks. As one expert frames it, Taiwan is facing a siege rehearsal rather than a full cyber campaign, highlighting the growing importance of detecting advanced intrusion methods and hardening energy and critical-service sectors. 14 January 2026.
