OpenAI reveals ChatGPT helped Chinese police smear Japan PM

A Dark Reading report describes how a ChatGPT account linked to Chinese law enforcement helped manage smear campaigns against CCP critics, including Japan’s prime minister, Sanae Takaichi. OpenAI’s latest report, published 25 February 2026, notes that threat actors from nation-states are using the chatbot to smooth politically motivated campaigns, with some efforts targeted and others more geopolitical.

The Chinese user asked ChatGPT to draft a plan to discredit Takaichi by posting and amplifying negative online comments and by using email accounts to impersonate Japanese citizens to send complaints to Japanese politicians about her stance on immigration. The activity also involved fake social media accounts and mobilising Internet users to generate political pressure over cost of living, stir anger over US tariffs, and spread supportive content about Inner Mongolia’s conditions. OpenAI further observed the actor continued to draft and polish internal reports with ChatGPT and used other tools for related propaganda work.
