ACCORDING to the FBI, there is a surge in hacker-enabled cargo theft, with criminal enterprises targeting both brokers and carriers in sophisticated attacks. The alert notes that cargo theft caused more than $700 million in losses in 2025, a 60% increase over 2024. The agency says such attacks have been observed since at least 2024, with threat actors using fake emails, phishing sites, malware and remote management software to compromise systems.

Hackers also abuse trucking load boards to post fake listings and lure legitimate carriers, then use stolen carrier identities to bid on real shipments and even employ double-brokering or ransom to extract payments. The FBI has provided indicators to help companies detect targeted schemes, including unauthorized shipments, suspicious email addresses, and requests to download documents via shortened or spoofed links.
