Fintech Endgame: PayPal Applies for Industrial Bank Charter to Fund SMEs and Support Crypto
PayPal has submitted applications to regulators in Utah and to the Federal Deposit Insurance Corporation to establish an industrial bank, signalling a shift from a pure money-transfer intermediary to a licensed bank with direct deposit-taking and lending powers, according to PayPal.
The company says the objective is to “more efficiently deliver commercial lending solutions to small and medium-sized businesses in the United States, while reducing reliance on third parties.” Historically, PayPal has offered lending products like PayPal Working Capital but relied on partner banks for funding and regulatory compliance, a setup it argues would be altered by a banking licence that would allow direct lending and access to customer deposits and core payment infrastructure.
Reports indicate the licence could also enable PayPal to support its cryptocurrency and stablecoin operations, such as PYUSD, within a regulated framework. U.S. regulators have traditionally taken a cautious stance toward technology firms holding banking licenses, with the industrial bank charter being permitted in limited jurisdictions such as Utah and subject to FDIC approval.
