Navigate360 Breach Exposed 8.3 Million Crime and School Tips

A 14 September 2026 communication from Crime Stoppers USA says Navigate360 has notified its client programmes about a data breach involving its P3 and P3 Campus tip platforms, and intends to issue a general public notice in late September. The breach was first reported six months earlier and is alleged to have exposed 8.3 million tips submitted through systems used by schools, community organisations, Crime Stoppers groups, law enforcement and the military.

The article says individuals affected have still not been notified, although this is presented as DataBreaches’ assessment rather than a statement confirmed by Navigate360.

Crime Stoppers USA has asked member organisations to respond by 25 September 2026. Designated contacts can request a list of affected individuals, affected tip IDs and a copy of Navigate360’s proposed public notice through Navigate360’s incident-response address. The information is expected to be supplied securely, after which it remains unclear whether programmes will contact people individually or publish their own notices.

The exposed material may include sensitive reports such as tips about violent crime, child abuse and sexual offences, although the article does not establish that every tip contained identifying information.

The report also questions whether Navigate360 has fixed the weaknesses that allegedly enabled the breach, including an apparent failure to encrypt data at rest and possible shortcomings in other security controls. It says Portland Police Department was the only organisation known to have advised residents to stop using the Crime Stoppers platform after the breach, and that no broad warning or confirmed major security improvements had followed.

Navigate360’s expected public statement may provide further information, but the article says remediation and the scope of individual notification remain unconfirmed.
