Two teenage suspected Scattered Spider members charged in UK over TfL hack

Part of the Scattered Spider story · 58 articles · 11 outlets · since 28 Aug 2025

Two teenage suspected Scattered Spider members have been charged in the United Kingdom in connection with last year’s Transport for London hack. The National Crime Agency said Thalha Jubair, 19, from East London, and Owen Flowers, 18, from Walsall, were arrested at their homes at lunchtime on Tuesday, with charges authorised by the Crown Prosecution Service under the Computer Misuse Act for allegedly conspiring to commit unauthorized acts against TfL, which was hacked in August 2024.

Flowers had earlier been arrested over the transit agency attack in September 2024 but was released on bail. The NCA additionally disclosed potential evidence that Flowers had been involved in attacks against U.S. healthcare companies, with two further charges alleging conspiring to infiltrate and damage the networks of SSM Health Care Corporation and attempting to do the same to Sutter Health.
