THE White House has secured a voluntary safety commitment from six major AI firms, with the signatories agreeing to implement internal controls, independent audits and board-level oversight for frontier models. President Donald Trump and the executives signed the White House Accord on Super Intelligence on 29 September 2026.
The signatories are Google chief executive Sundar Pichai, Anthropic chief executive Dario Amodei, Meta chief executive Mark Zuckerberg, OpenAI president Greg Brockman, xAI founder Elon Musk, and NVIDIA chief executive Jensen Huang. Trump published the two-page accord via Truth Social, along with signatures. The accord uses the term “super intelligence” rather than “artificial intelligence,” and on the same day Trump issued an executive order directing federal agencies to adopt that terminology.
The document sets out four layers of safety controls and audits for organisations training and deploying frontier models. The first layer requires internal controls to monitor capabilities and alignment during training and deployment, including risks involving cybersecurity, biosecurity and chemical threats, and to prevent models from hacking or accessing technical systems in unintended ways.
The second layer mandates an internal team to verify that controls and monitoring are operating as intended and that issues are remediated. The third layer calls for an independent external auditor or evaluator to assess control effectiveness, while the fourth establishes an independent board committee to oversee the teams and auditors and to ensure remediation of identified issues.
The accord notes that the measures could eventually become codified into law, but stresses that signatories will police themselves regardless, and it confirms no new regulatory requirements.
