AN alleged member of Scattered Spider has been arrested in Finland as the U.S. seeks extradition, with federal authorities naming Peter Stokes as the individual behind the online moniker “Bouquet.” Stokes, a dual citizen of the U.S. and Estonia, was arrested earlier this month in Finland while trying to board a flight to Japan, according to court records obtained by The Chicago Tribune.
He has been charged in a six-count complaint filed under seal in December, alleging wire fraud, conspiracy and computer intrusion, and prosecutors say he personally participated in at least four Scattered Spider hacks, including one when he was 16 years old. The charges claim the attacks have cost victim companies millions of dollars, and Stokes is said to have taunted the FBI as a step behind and posted memes depicting his crew as mafia bosses. He has previously been seen in online posts wearing a diamond-studded necklace spelling out “HACK THE PLANET.”
